COLD ARCTIC AIR ACROSS THE OHIO VALLEY COMBINED WITH WINDS SPEEDS AROUND 10 MPH WILL CREATE WIND CHILL READINGS OF 10 TO 15 DEGREES BELOW ZERO. EXPECT WIND CHILLS TO IMPROVE TUESDAY AS TEMPERATURES RISE INTO THE 20S. A WIND CHILL ADVISORY IS ISSUED WHEN THE WIND COMBINES WITH COLD TEMPERATURES TO CREATE DANGEROUSLY COLD CONDITIONS FOR EXPOSED SKIN. THE WIND WILL MAKE IT FEEL LIKE IT IS BETWEEN 10 AND 24 DEGREES BELOW ZERO FOR A PERIOD OF SEVERAL HOURS.
